In a small saucepan, combine soy sauce, rice vinegar, sugar, minced garlic, grated ginger, and cornstarch. Whisk together and heat until the sauce thickens and becomes glossy.

Heat vegetable oil in a large pan over high heat. Place the scored short ribs in the pan and sear until deeply browned and caramelized on both sides.
